GitHub API returns 'changes requested' even when they have been resolved #25
Description
We need to find a way to better filter PRs that need changes. This PR specifically (osbuild/image-builder-crc#938) was listed as changes requested despite being approved by the person who requested the changes.
Maybe approved should take precedence over changes requested.
