[Feature Request] Terminate membership of quarantined members on non-participation

This is a follow up for #17
If quarantined members don't participate in the reporting process the next week, their membership can be terminated and the member can be soft-deleted from the list.
The termination has to be announced on the main channel with a note to contact admins for further clarifications/questions.
