`ASN1DERWriter` is not following `GeneralizedTime` Decoding Rule 11.7.3

Currently
Dates with no fractional seconds e.g. 2025-11-19 21:47:59 +0000 (785281679.0) are decoded with fractional zeros "20251119214759.000Z"

Which isn't compliant with the ASN1GeneralizedTime Standard stating:

11.7.3 The fractional-seconds elements, if present, shall omit all trailing zeros; if the elements correspond to 0, they shall be wholly omitted, and the decimal point element also shall be omitted.
