Workflow variable value is not escaping double quote

Steps to reproduce:

1. go to the studio
2. create a new workflow
3. add whatever task
4. add workflow variable containing double-quote as value
5. submit this workflow
6. go to scheduler
7. export to xml your job
8. open downloaded file, workflow variable equals to " but it should be replaced with "
