Move the global features to a user settings panel

Users currently enable global features by adding special parameters to a gallery.cnf file placed in the top folder in their filesystem.

That should eventually move to a panel in their personal settings.

Advantages

• Friendlier for users who don't care about configuring their albums
• We wouldn't need to send back the list of features when asking for files as the information would be stored in the database
• We wouldn't need to parse 2 configuration files when opening Gallery in a folder which isn't the top one

Disadvantages

• We need a configuration interface design
• Database pollution
