Prevent update if health checks failed

Once we collect health check information on every inventory collection run (#9412), the planner can prevent a new update from starting if a health check fails.

On occasion the only way to get a system back up and running will be do perform an update or MUPdate. Support should have the ability for force an update/MUPdate if necessary.
