It's a Spandragon X specific build of Ubuntu 25.10 (more details here https://discourse.ubuntu.com/t/ubuntu-concept-snapdragon-x-elite/48800/1803) running on a Dell XPS 13 9345 with an Snapdragon® X Elite X1E-80-100 (or Oryon).
