Populate learning objective field in activity with the base skill from skillmap.yaml

One of the powers of OLI/Torus is that they bind skills to activities so that you can make more sense of student learning or lack thereof with a real focus at the skill level. A simple improvement would be to also populate the learning objective field that precedes the question form.
