Run model with split fleets (as areas) #1157

I met with the key members of the Canadian Delegation (CD) yesterday for an hour.
The CD wants work done with splitting the fleets.
The CD asked for a full comparison (i.e. full alternative Executive Summary) for the fleets-as-areas model, and they want to see catch-at-age by area (fleet).
CD would like to see a full Executive summary for the split-fleets model, so impact on decision tables and projections can be compared.
