Missing files for Windows build

I'm trying to build under MingW but it looks like there are files missing from the repository which enable this. Specifically, it's looking for a Builds/MingW folder. Oddly, it looks like the Builds/ folder is gitignore'd. Any chance you could provide the necessary files to build this project on Windows?

Mhm, it fails very hard, very sad, as i'd like to use it with win64 instead of win32
