Warning /var/www/perfsonar not existing on Debian systems

When apache2ctl configtest is run on a Debian or Ubuntu system, we receive a warning such as:

AH00112: Warning: DocumentRoot [/var/www/perfsonar] does not exist

We should create this empty directory or not change the default DocumentRoot but just make sure the default Apache index page is not showing up.

Tested on Ubuntu 24 and Debian 12 using the 5.2 staging repository — the issue still persists.
