feat: Publish Docker Image

It takes quite some time to build the Docker image, and it would be nice if it could be built through something like Github Actions and hosted on ghcr.io (or any other registry) so that developers could pull the image and get started without having to wait for a long build process. Is there any technical reason this can't be done? If not, I can explore building the workflow to publish it.

It's mostly the rust install from source. You could update the Dockerfile as so and it'll be a lot quicker:
