Fix review URL: point to app instead of marketing site

The deploy-gate action generates review URLs like https://permissionprotocol.com/review/{id} (marketing site). After review page convergence (app #79), the actual review page is at https://app.permissionprotocol.com/pp/deploy-requests/{id}. Update the action to point there.

Already fixed by PR #20 (merged 2026-03-13). Default pp-base-url is now https://app.permissionprotocol.com.
