Remove translator's name from sim title translations

@RVieyra and @solaolateju have reported that a translator has abused the translation utility to add their name to the titles of a number of translations. They've asked us to fix the translations and to remove the translator from the web credits. This issue is to track progress on the former, the website team will address the latter (they've been informed and it's on their to-do list).

Because this is a public repo, I will leave the name of the translator out of this description. The commits should contain the information needed for any subsequent follow-up.

The locale for which this problem occurred is gu, which is for Gujarati.

Via Slack, I asked @RVieyra and @solaolateju whether we should fully remove the submission, including history info, where the translator's name was added to each sim, or just alter the title by removing the name, noting that the latter is significantly easier. @RVieyra responded and said, "I don't think he should make more work for you -- just remove his name from the titles.". I will likely do this, but it does come with the side effect that there could be some history information where effectively a new value came in that was the same as the old value (which, during normal operation, never happens). There is a small chance that having these "no change entries" could be confusing or cause other problems in the future, so I may spend a few minutes investigating whether AI could make a script for me that would do the full removal. If not, I'll go for the simpler method.

After some investigation, I've learned that there were two users that were doing this, and @RVieyra has confirmed this. She will revoke the second user's "trusted translator" status, and I let @mattpen know that this guy will need to be removed from the credits too.

I did some further investigation to answer this basic question: Did these two translators do any "real" translation work other than adding their names to the titles? The answer is yes, absolutely, they did.

On a Slack thread that was discussing this topic, @mattpen asked about whether I would be replacing the user IDs of the people who did this in the babel files. I hadn't planned to, but based on what he said, I think I might need to so that these folks don't appear in the credits. He is currently out, so I'll ask him when he's back, and will put this on hold until then.

@jbphet So, now that I understand that these people (I'm actually pretty sure they are the same people, different email accounts) DID real translation work, do we want to remove them from the credits? At first, I was under the impression this was malicious...but based on the work they did, it's possible that's not the case.

I can write to the translator, notifying him/her of our observation and the implications. The response/reaction can help to understand the intent and action to take. What do you think @RVieyra

If the translator did work, then they should get credit. I don't see us as needing to "punish" anyone. I was originally under the impression, based on the complaint I received, that the translator had "just added their name." We know that's not the case now, so I'd just remove the name in the title and be done with it. We've removed the translator's access, so they can't do anything about it. If they request access again, we can address it, but I don't see a need at this point to make anyone feel badly (particularly if they haven't translated for a while).

While working on this, I found that two other translators also put their names on sims, but these were eventually removed or overwritten. Maybe this is a cultural thing in Gujarat. We will need to keep an eye out to see if anyone starts doing this again.

I have committed changes that removes the translator names from the sim titles. I can't rebuild the translations at the moment though, because there is an in-progress maintenance release, and that prevents rebuilds. Once that MR is done, I'll finish this off.
