Add pr name validator

It would be a good idea to add a pull request name validator to the GitHub Actions for the purpose of standardization in the repository.

@hrsa How would you like the pattern of pull req names to look?
Maybe (add/remove) @name_chanel
Example:

Add @test123 
Remove @test123
