All Ports open error relating to Pi Network 34100 to 34109

I am trying to open ports because my pc is firewalled. I have created new rule in both Inbound and OutBound and Security Rules and mentioned all ports but still error that ports are not opened. plz guide what is the exact way to open ports successfully. Thanks
