Consensus containers not starting (Docker 4.53.0, Pi Network 0.5.4, Windows 11 Home)

Issue began after installing previous Docker update, newest docker update did not fix issue.
Using Windows - Docker 4.53.0, Pi Network 0.5.4
Clean install of Docker, starts with no errors, Pi install successful
Pi Tech setup shows Docker is installed, and daemon is running
When checking router ports, the container for the pi-port-checker container starts, and Pi node states all ports are open

When I turn on the Node, the containers do not start, and the message states my computer is not running the blockchain

I have tried different versions of Docker, but get the same result
