Allow configuration of the PeeringDB URL

Allowing users to configure the URL used for PeeringDB (like peeringdb-py does https://github.com/peeringdb/peeringdb-py/blob/master/docs/index.md#authentication) would be helpful for using a local mirror for things like #107
