[Keybindings] respect permissions

Steps to reproduce

• Login as admin
• Create a user without 'recycle bin' permission (happens on other permissions too)
• Login as this user
• Open the recycle bin via the keybinding

Actual behaviour

• Reycycle bin opens without any entries

Expected behaviour

• Recycle bin should not open via the keybinding if you do not have permission

Environment

• Studio Nightly
• Windows
• Google Chrome
