Reproduce unbounded GCC estimation

Since the ALR-detector (or similar) and active bandwidth probing are not implemented in Pion's BWE implementation, the estimation grows to unreasonable values. This issue needs to be reproduced in a controlled environment using bwe-test to investigate potential solutions.
