Disable App-Level Request Throttling

Describe the bug
Intermittent HTTP 429 -- Too Many Requests errors while using the app normally

To Reproduce
Use the app normally for a few minutes

Expected behavior
No errors

Additional context
Request throttling was added in #292 . Try removing it. We will retain the option to throttle via Cloudfront if we face performance challenges.

This can easily be done by changing here

You can call Limit:none() instead for removal of it 👍
