Remove "latest" mode in local setup

Context

Currently there is local-setup which deploys the released version and "latest" which deploys the latest build version.

Desired state

• The release tag will always deploy the released version
• The main branch will always deploy the latest accepted build version of platform mesh

This will make it more straight forward to use.
