Need a way to check if VDDK is already uploaded or not #1358

Currently, there is no api/option to check if VDDK has been uploaded. A new API or an additional flag in the existing API is needed for this functionality.
Detailed Description
We need the API to determine the UI for the tour popup. For instance, if a user wants to add a new credential, the UI will guide them by prompting them to upload the VDDK first if it has not been uploaded yet.
