Align on Pipeline Naming Conventions

Currently we have a mix of fully orchestrated entrypoints for our various rules: 

- py_pipeline
- js_pipeline
- kt_android
- kt_jvm
- ios_pipeline

We should align on a singular naming convention for these entrpoints
