Distribution (run cat /etc/os-release):

Issue/Bug Description:
When USB device is installation target and not formatted, installation fails instantly.

Steps to reproduce (if you know):

  1. Format a USB storage device
  2. Install Pop! to device
  3. Boot into installer and select the same USB device, now with partitions
  4. Proceed until installation begins

Expected behavior:
Installation progresses toward completion
