Missing icons on some OSK keys

Issue/Bug Description:
When I open the on screen keyboard, some of the keys have the wrong icon (meaning you can't tell what they do).

Other Notes:
This issue was raised upstream on the gnome gitlab, but it seems to be a downstream problem. I also experienced this on ubuntu 20.04.

Pop replaces the upstream theme resource with its own, and the keyboard icons aren't included.

@JamesSwift Can you link to the upstream bug report on GitLab? I'm not sure what icons need to be included are named, and if it lists them there that saves me from having to dig through the source code to find out what they are called.
