TLSv1.3 Not Supported

TestSSLServer does not currently report support for the draft spec for TLS1.3.

Creating this issue as a feature request for when the draft is finalized.

if im not mistaken TLS1.3 final spec was released in August 2018 https://tools.ietf.org/html/rfc8446

Will TLSv1.3 be supported by this tool soon?
