Color of the "Down" Arrow in the Console

@ti-lun and I noticed that in Light and Dark visibility mode, the down arrow did not change color when the mouse was over it. We think that having the arrow change color would help users realize their mouse is over the arrow.

Have the arrow change color when the mode is hovering over it in Light and Dark visibility modes.
