Load testing at scale of the MCAD controller

As a performance engineer, I want to have a reproducible load test for the MCAD controller, so that I can measure how efficient the MCAD controller is for scheduling AppWrappers.

This load test will be used as baseline to test and validate up-coming performance improvement in the MCAD codebase.
