Create convertFrom***Character() function from IEEE 754

IEEE Std 754™-2008 includes convertFromDecimalCharacter() and convertFromHexCharacter() as inverses to convertToDecimalCharacter() and convertToHexCharacter().

This is the hex_float() function in Data::Float.

Might also want aliases, similar to second comment in #6.
