Config Tracker Should filter existing config

When saving config, the full tab is logged.

Instead it should be checked, which field is really changed.

Yes I know, indeed Config Action Tracker is very experimental.

The same is true for categories: If I change only the name it would be cool if only this field is tracked.
But I tried to remove the other params from the params array and get "Available Product Listing Sort By" is a required field.
Don't know if this is feasible at all.

But some fields I can remove. For example Category description. That is working. The description is kept.
