PEP 541 Request: Take ownership in Appium-Python-Client (I'm currently a maintainer) #9140

Reasons for the request

I'd like to update the Trusted Publisher Management for GitHub Actions, but I don't have the permission since I'm a maintainer role. I sent an email to the current owner, but he hasn't responded yet.
appium/python-client#1196

I've been maintaining the appium project and python client so long while the original owner left the project several years ago. I didn't need to be the owner at that time since the publish config was just fine, but I'd like to move to the trusted publisher way in the project.

I'm ok to keep pushing a new version with pypi's token by manual, but I hope I'll be able to automate it with the trusted publisher way
