Include some text for 'candidate' users on homepage

Have some introductory text on the homepage (not too long) that states:

• What the board is about
• Ask for feedback from candidates if job is no longer available or bad experience
• Another copy of the 'go here to submit' link

Somethig like:

"This site helps organizations of all sizes advertise technical jobs absolutely free of charge. This site is free because it's an open-source project. All the code and jobs are open-source and managed by the community - which as we all know is the best way to create useful things.

If you have any concerns about a job listed here - please raise an issue [via our GitHub issue tracker].

If you are interested in a job, just follow the contact information each page. If you want to post a job you can [make new github pull request]."
