several defects found in workflow files

The workflow that pushes new releases to PyPi,
and also :

• builds github pages and push new build

is (more-on-less) working fine.

But we have the important disadvantage of running build commands way too often!

Therefore errors are displayed for every single commit to the repository (master branch). Not having these error messages +too often build commands would be a major enhancement
