Sliding window decoding of a TQEC circuit

Facts:

• Sliding Window Decoding Support #398 adds a sliding window decoding to qldpc
• tqec produces physical circuits for surface code lattice surgery

We should be able to use the sliding window decoder in qldpc for stim simulations of physical circuits produced by tqec. If we can, we should make an example notebook. If we cannot, we should figure out why and iron out the kinks. Maybe we'll need to coordinate with the tqec community to sprinkle their circuits with helpful annotations/metadata.
