dpkg -i with linux next seems to stop the board booting.

Steps to reproduce:

1. Clone linux-next
2. make defconfig;make bindeb-pkg
3. install the kernel deb package on rb3gen2 using dpkg -i
4. reboot:
   5 Fails to boot with below error, and does not allow selection of older kernel version.(Or its almost impossible to get an older version of kernel to boot)

I flashed the daily image from qcom-deb-images:

Then I installed the latest mainline deb from qcom-deb-images (linux-kernel workflow):
https://quic-yocto-fileserver-1029608027416.us-central1.run.app/qualcomm-linux/qcom-deb-images/18092932639-1/linux-image-6.17.0_6.17.0-1_arm64.deb

Installed with dpkg -i, rebooted, and it worked:
