I'd like to fork this project, since it's a very useful template. However, I couldn't find a license file.

The presentation template has CC0, as specified at https://github.com/quarto-monash/presentation/blob/main/LICENSE

What's the license for the report template?

All our templates are CC0. I'll update the repository to make that clearer. In the meantime, feel free to fork.
