Hotspots.json compression

Cloudfront has a max limit of 10MB for compression. This is what is causing some slowdowns and issues with certain browser/internet combos. Need to pull hotspots dynamically based on location through the helium api to fix this issue.

hotspot search is now done using helium api. Next and final step would be using the distance search to pull all nearby hotspots after a search. Problem there is everytime you move the map, you may end up hitting the API every time. Need to solve for this case.
