Ability to easily create a BDU job from PRT to set Status on plugin steps and User Context

This could be a really nice feature in PRT and I guess I can do something similar for Shuffle Build as well later on. Referring to this discussion at PRT:-

Easy peasy!
Currently, we can call BDU (as we have been doing from FXB forever) and send the fetch, but I can also work on sending what shall be updated!
Can you create a correlation issue in the BDU repo? (I'm a bit off developing currently)
