Organisational audit submission is bugged out in Firefox

Investigating #1325 I found the org audit very buggy to use on Firefox:

• It would send "submitted=True" without me clicking the submit button
• Some answers would be lost on a refresh

I suspect this is because I cheaped out and made it one giganto-form. With Django 6 template partials it should be fairly easy to refit it to use HTMX properly.

We haven't had anyone report issues with it so far so either people are wading through the bugs (very possible!) or it's fine on Chrome/Edge.

This might be one to try a vibe code solution - we could ask claude to htmxify it and see what happens as an experiment
