Task: Implement remote controller module for RedRat IR blaster

Goal

Create a remote controller module to allow use of the RedRat IRNetBox.

Notes (Optional)

The interfaces for all RedRat IR controllers should be investigated. Ideally, they will all be the same/similar, and we can create a single RedRat remote controller module to interface with all of them. Otherwise, the module should be created specifically for the IRNetBox which is a commercially available rack mounted IR controller.
