Docs: Remove privacy policy and all related references

This commit removes the main privacy policy document and all its
translated versions. It also updates internal links and toctree
references in other documentation files that previously pointed
to the privacy policy. The Transifex configuration for this
document has also been removed.

Fixes #12284
