When creating a new position, capabilities can't be added during position creation

When creating a new position (https://www.dcsops.org/scheduler_admin/positions/new), capabilities can't be added during position creation. The position must be created without capabilities first. Then the position can be edited and capabilities added.

Permit capabilities to be added during initial incident report creation.
