telemetry notification: "opt out" link points to inexistant page

Steps:

1. EXEC: kill ~/.redhat/anonymousId
2. EXEC: launch some RH extension
3. ASSERT: vscode-redhat-telemetry asks you if you want to accept or deny telemetry.
   
4. EXEC: click on opt out

Result:
