Subject: [PATCH] catalog-info.yaml for Red Hat Experience Platform

This adds a catalog-info.yaml file with basic metadata about the service
and will be imported into the Red Hat Experience Platform (RHEP). This
satisfies a request from the DAT PULSE workstream for the Mimir/Offline
workstream to take ownership of their service's RHEP metadata.
