Update group proto files to cosmos sdk v0.47 #76

Related to: regen-network/groups-ui#72
We should be able to use the latest proto files to generate the groups api. Two new fields were added to a group proposal, i.e. title and summary. This should be backwards compatible with chains running v0.46, but we will need to test to make sure.
