Implement functionality to forecast both state and hsa-level locations in a single call #17
Description
Currently, both SARIX and GBQR as implemented in this package only allow for one aggregation level at a time to be selected when forecasting. This decision was made because locations are coded in such a way that there are overlapping values for fips codes (states) and nci ids (hsas), which presents a problem in terms of integration with the current codebase
We would like to allow for users to forecast for both in a single call
