[Bug]: Unable to set user to admin (or superadmin)

Describe the bug and the steps to reproduce it

1. Login as "admin" and create a non admin user with a simple username, "testuser" (not tested with an email address username)
2. Login as "testuser", set a new password (may not be necessary, but this is what I did)
3. log out and back in as "admin"
4. Click on "Admin" -> "User Management" -> "testuser"
5. Click on "Account Type" and select either Admin or Super Admin
6. Click "Save" and observe that there is no feedback indicating anything saved
7. Login as "testuser" again and observe that the Admin button is not there.
