Implement Support for a black config file #3
Description
It shouldn't be too hard to check for the existence of a black config file in the top-level directory of the repository being checked, and use that if it exists. Do so, implementing a sane default (or set of defaults) to check for, and also allow the user to pass in a filename directly as part of the action.yaml
