Failure To Install PHP Binaries And Scripts

Problem: 
I have a fast and reliable mobile internet access but I cannot install PHP 
binaries and scripts. There is always an "Installation failed" prompt every 
time time I press the Install button on the application. I've tried unstalling 
the application and installing it again but I get the same result.
